As one of the largest freight forwarders in southern Italy with a specialization in African trades, Roberto Bucci handles different types of goods on behalf of his clients – from private goods clients to large manufacturers. Bucci is also part of a group that owns and operates the Flavia Gioia port in Naples, Italy.
Bucci uses INTTRA for its reservations and SI process and ships under CIF conditions. This required them to pay the freight. Before releasing the goods to the consignee via a bill of lading discharge telex, the company had to wait for a guarantee of payment. The freight forwarder would usually receive payments often a day or two before the ship arrives. Bucci would require the consignee to understand the release process at destination and need documentation for the release of the cargo (delivery of BL at destination).
In theory, the transit time from Europe to Africa is short, however, the processing time to receive payment and handle the couriers to the destination increases the risk of delays in cargo release and the potential for demurrage and detention costs.

Telex release processing is not an automated process within the carrier’s system and therefore the freight forwarder should initiate email correspondence requesting release from the carrier. Query response time can take from 2 hours to 2 days.
The time required to process a standard telex release request did not satisfy our customers, at destination they waited impatiently for our confirmation, especially when the shipment was about to arrive.
This lack of transparency in the internal process within the carrier often required follow-up emails and this frustrated customers. Once the freight forwarder or shipper received the confirmation email from the carrier that a telex was issued, they received a notification email that they should forward to the consignee at destination. The consignee would then have to approach the office of the carrier at destination to obtain the release of the cargo. This manual process and siled systems increased the risk of delays.
